From 1 July 2015, Roads and Maritime Services (RMS) introduced a nationally recognized competency based framework into its suite of training courses for traffic controllers. These changes will enable national units of competency to be issued to successful participant who complete the new training. The previous 4 level structure (blue, yellow, red and orange) tickets have been replaced with 3 levels. RIISS00044 -Traffic Controller Skill Set currently referred to as Traffic Controller TCB or (blue card). This qualification is for those who manage traffic through or past a roadwork site, directing traffic with a stop/ slow baton or a similar control device. RIISS00041- Implement Traffic Control Plans Skill Set currently referred to as Apply Traffic Control Plans TCY (yellow card). This qualification is for those who are required to setup Traffic Guidance Schemes (TGSs) also known as Traffic Control Plans (TCPs) in accordance with approved traffic management plans. RIISS00045Work Zone Traffic Control Guidance Plan Developer Skill Set currently referred to as Select & Modify Traffic Control Plans TCR (red card) and Design & Inspect Traffic Control Plans TCO (orange card). This new qualification will enable you to create a traffic management plan as well as design, select and modify traffic control plans (TCPs), also known as Traffic Guidance Schemes (TGSs), and conduct Inspections.
